Partner Carol Pennycook was named the 2023 Lifetime Champion by The Canadian Council for Public-Private Partnerships at its P3 National Awards Gala Luncheon.

This award was created to recognize individuals who have made meaningful contributions to the advancement of public-private partnerships. Over her 40-year career, Carol has proven instrumental in the growth and evolution of the Canadian P3 market. As a leading lawyer, board member, mentor and thought leader, she has been involved in some of the most significant North American P3 projects and pioneered many Canadian “firsts.”

It has been said of Carol that she is “the best of the best. All sides of the deal trust her; she has always brought a no-nonsense, solutions-oriented approach to everything she does.
