Fourteen Davies Partners Recognized as Leading Infrastructure Advisors

The 2023 Lexpert Special Edition: Infrastructure ranks 14 Davies partners among the top advisors in Canada.

Over the past year, Davies continued to lead the charge on trends shaping the progress of significant North American infrastructure projects and public-private partnerships (PPP), including:

  • The Greater Toronto Area’s ongoing light rapid transit boom:
    • advising the civil construction joint venture formed by Aecon Infrastructure Management Inc. and FCC Construction Canada in the C$13.5-billion design-build-operate-maintain GO Transit Corridor Expansion project – the largest capital infrastructure project in Ontario’s (Metrolinx’s) GO Rail Expansion program;
    • advising the Plenary-led consortium, Connect 6ix, consisting of Plenary Americas, Astaldi Group, Hitachi, WeBuild and Transdev, on its winning bid for the design-build-finance-operation and maintenance for the Ontario Line – Rolling Stock, System, Operations and Maintenance project;
    • advised Ontario Transit Group, a consortium led by Ferrovial and Vinci, on its winning bid for the design-build-finance of the Ontario Line Southern Civil, Stations and Tunnel project; and
    • advising Scarborough Transit Connect GP, a joint venture formed by Aecon Infrastructure Management Inc. and FCC Construction Canada, in the Scarborough Subway Extension – Stations, Rail and Systems project, a progressive design-build contract entered into with Metrolinx.
  • Green infrastructure projects in Canada and the United States:
    • advised the Canada Infrastructure Bank in developing a flexible, first-of-its-kind financing program for zero-emission buses and related infrastructure across the country, as well as its lending platform into Canadian hydrogen and charging station projects;
    • advised Aecon Construction Group Inc. in the Darlington New Nuclear Small Modular Reactor (SMR) project – a ground-breaker in the rollout of new SMR technology and the ongoing search for more renewable energy sources; and
    • advised Aecon Construction Group Inc. in its investment in the Oneida battery storage project.
  • The evolving progressive-build PPP model, growing in popularity for large, complex infrastructure projects:
    • advising Plenary PCL Health Halifax LP in the design-build-finance-maintain of the Halifax Infirmary site of the QEII Health Sciences Centre;
    • advising Bow Transit Connectors, a consortium comprised of Barnard Constructors of Canada LP and Flatiron Constructors Canada Limited, in the design-build-finance of the Green Line LRT project in Calgary – the largest infrastructure project in the city’s history; and
    • advised Pomerleau Inc. on its progressive design-build-finance bid for the Weeneebayko Area Health Authority Redevelopment project.
